I am sorry.
I am not sure SARATOGA belong CA or NY.
from dictionary show me it is in NY.

I don't know what it is CO-angler.
I think NOT professional, maybe he is "amateurish".
I hope you give me some tips.

I don't know detailedly about FLW rules, but should be sth similar with BASS rules. For BASS, generally speaking, anyone can enter for the BASS co-angler tournament as long as he/she is the member. Co-anglers fish with pros, on the same boat, and got their points, and till sometime turns into pro.
